You should always have a certain amount of cardio in your workouts. Remember that cardio helps promote a health cardiovascular system and should never be overlooked. There are many bodybuilders that actually say that if they didn't do cardio they wouldn't be able to even "pose" by the time they got to competition. What you should work on is building your body mass up, and eating a diet with a protien ratio = your body weight

1gram protein for each lbs. of body weight.

As for cutting down, then it is time you adjust your caloric intake in your life. Also make sure you limit your sodium intake so that you are not taking in water. Pay attention to your carb, protein, fat ratios and make sure that you don't cut out to many carbs as this can tend to deflate your body's mass. Drink plenty of fluids, and get a count on your specific daily caloric needs. Also when cutting you need to focus on working out at a THR (Target Heart Rate) that will emphasize you cutting. The main thing that you should focus on if this is a serious goal is doing some research and learn all you can about your specific goal. Good luck

Bodybuilders bulk in the offseason when their main goal is to build as much muscle as they can and not caring about the fat that they gain. Cutting is when they start losing body fat and getting ready for competition. It's the same for anyone else..bulking to gain muscle with some fat gain, cutting to lose body fat and show off the muscles you worked to get. I do my bulking in the winter and cutting in spring and summer..just makes sense to me.

During bulking..you do light cardio (jogging). 30 minutes, 2 times a week is sufficient enough to ensure that your cardiovascular health is still in check. People cut down on cardio because during the bulking, you don't want to lose so many calories. YOu need those calories to build muscle and grow!

During cutting, you're cutting down on calories, carbs, sodium, fat to lose body fat. People up the cardio, 3-5 times a week at high intensity. Diet and cardio are both incorporated into the cutting diet.

You can bulk back up if you want..it is your choice. If you're happy with the way you look then just keep working out without the excess calorie intake
