You can go visit them. If you can't drive yet there's other means of transportation.

First off, if this is their first baby, give them some distance. The baby is at least only 3 months old. I know as a first time mother I was very concerned with germs since newborns are very suspectible to things such as RSV, croup, etc. Also, depending on the baby's temperment, it could be taking a lot of their energy.
I would call them up first and ask if they need any help. Offer to come by with a meal. If you two have a good sibling relationship, just express your desire to see the baby, but respect their distance. The first few months are often the most hectic and it's easy to overlook things such as calling family.

Talk to your brother and ask if you can come to visit every once in awhile. Perhaps he can go and pick you up. Your sister-in-law might enjoy the help and the company. Having a new baby is really hard.

Go to Sac? What are you asking for here? Advice on seeking custody of the baby? Talk to your brother and tell him you want to see the baby and take it from there...you shouldn't need outside help on this...
