California continues to be the state with the highest proportion of immigrants, with 26.9 percent of residents born abroad in the 2002 count, up from 26.2 percent in 2000, the survey concluded.

Among large cities, San Francisco and San Jose rank fifth and sixth in the nation, respectively, for their high percentages of foreign-born residents. They rank behind Miami, Santa Ana, Los Angeles and Anaheim. New York is seventh.

I am taking a wild guess with Florida. Less than a hundred miles from Cuba, a country with plenty of people wanting to leave, makes it a logical choice. Florida's good climate, sustained development and growth, and personal wealth should indicate ample opportunities for low paying service jobs -- a magnet for Latino workers and other new immigrants.

I think it would be California, but they are everywhere. Living in Southern California is like being a foreigner in your own country. Everything you get in the mail or see out in the stores is in Spanish and English but more and more it's in Spanish only. It's disgusting.
