No. The answer to your question really depends on whether or not you are willing to accept the creation story in the Bible. If you are not then you will never get an acceptable answer from a Christian. The Bible teaches that everything that God created was good. It also teaches that life was perfect until sin or disobedience entered into the picture. So the idea is that this disobedience or sin came with it a penalty. That penalty was:
1. Spiritual disconnect from God
2. Physical hardship
3. Corruption of the original state of God's created world
The idea is that a "deadly" virus (a living thing) must have been created by God since He created all things. I believe without a doubt that living things evolve within their own species. God created viruses but in the beginning they could not have been deadly because everything He created was good. After the central part of His creation (mankind) sinned the viruses could then become deadly through micro evolution.
Like I said. If you don't believe in the creation story and the fall of mankind every explanation by a Christian will seem absurd. I hope this helps.

There are so many other incongruent items for an all-loving, all-powerful and all-knowing god.
Why did the intelligent designer put the human retina in backwards? Why do humans get goosebumps, we can't raise our fur anymore? Why do humans have an appendix we don't use (I know why a rabbit has one, it still works there)? How come ingestion of certain chemicals leads to spiritual feelings? Why would an intelligent, loving designer create Sickle Cell Anaemia? Why is evolution seen to occur to this day as in MRSA and VRE; did the Intelligent designer "forget" MRSA or VRE and just added those recently? Why would a Loving, Intelligent designer create a parasite that makes millions go blind?
Evolution is so much neater.
Edit:
I've been reading a number of answers here that viruses are caused by Satan or Free Will.
The postulation that Satan was allowed to, and can create viruses is a negation of the Christian all-loving, all-knowing and all-powerful god.
Free Will is about choices, while scientist can choose to create viruses now, they are found to be naturally occuring. And ever evolving.
Viruses are strings of RNA. They are precursors for DNA life. They are the life from non-life that creationist don't believe in. Look up the book "At Home in the Universe" by Stuart Kaufman.

Of course the creator created the virus. you have to get past your conception of God as good or evil. God is beyond opposites. The Alpha and the Omega, everything and everywhere. You are not seperate from God nor are you in seperate from the Virus. It is only your ego that makes you think you are seperate. All life feeds on life all life is sacred. There is nothing that lives that does not feed on other life. This is neither good nor bad it just is. Now when you leave this world and you are then outside the world of opposites and your not inside a limited mind and you are beyond time one with the rest of the universe and one with the ones you had perceived to be dead. Then you wake up to the knowledge that you cannot die. THat you were eaten by tigers 10000 times.that its not bad or good it just is and you say let me ride again God this time make me a slug Ive never been dissolved by salt shaker it should interesting.
Now in the mean time when your here of course you would want to participate in the whole play of the universe and of course you would work to fight that Virus, but if you cling to the results and judge it then your missing the point its all about participating with Joy in the sorrows of the world.

I would have to say yes, based on the thoery that God created the Earth and everything in it. Viruses are complicated though....constantly changing and becoming "immune" to our ways to fight them off and even finding new ways to live in new hosts (i.e. from birds to people etc) So, maybe he didn't create the exact ones we hear about today but some form of them. Just my opinion.
Why? because the Earth is a complex series of cycles working together. Every thing here is like a puzzle piece (it has it's place in the scheme of things)

FROM A CHRISTIAN STANDPOINT:
A: So gods plan of our life/death can follow through.
(Proof - Gods plan)
B: Because Viruses are gods creatures, and god loved them all.
(proof - what i said)
C: The devil created viruses.
(proof - the devil creates everything that causes harm to man)
D: To cause sinners to suffer
(proof - the part in genesis about humans having to suffer)
FROM AN ANTI-RELIGIOUS STANDPOINT:
This is proof god doesn't exist, who is supposed to be omni-potent, but still won't help someone when they're suffering, and even make others suffer.
(Proof - God claiming to be omni potent, yet allowing/causing humans to suffer.)
FROM A SCIENTIFIC/ATHEIST STANDPOINT:
Viruses are just a product of evolution and/or Darwinism.
(proof: theory's of Darwinism/evolution)
I know no more standpoints, and are only educated in Christianity, anti-religious atheist beliefs, and science.
P.S. To person below. Your explanation of chronology is flawed, because not all species would evolve at the same time. Darwinism actually has an explanation for this, that's that species evolve at differant rates at differant times. That way, when a regular cell mutated into a virus, there would be plenty of plants (yes, viruses can affect plants), animals, and single/multi celled organisms to thrive on.

Probably, viruses are one of the things that prove God exists since they can technically have no origin since they require host cells to multiply; no host, no virus. They had to be created after animals, most human viral antigens are only transmittable and symptomatic in birds and pigs. They were obvious created as a result of the fall of man, as a means toward death and so man would have to strive all his days on earth.

What about predation, disease, disabilities, child-rape, and other calamities faced by man. Did Jehovah allow Hitler to incinerate 6 million of his Chosen People? What about the 30 million Christians doomed off by Stalin? Doesn't make sense, does it?
Either evil described above is in accordance with God's Plan or it is not. If it is not, then through his Omnipotence and Benovolence, these events would not have happened.
But they did and do happen, therefore, God allowed it to happen OR didn't have the power to stop it. If he couldn't stop it, he must not be omnipotent. If it was in accordance to his "master plan", then who needs gods like that?

everything we know about the world is after genesis 3. it's all post-curse. i'm not sure if viruses were created with everything else in the world, or just after the curse, but i wouldn't be surprised if ''great pain in child bearing,'' and ''from dust you were made and to dust you shall return,'' didn't come along the same time viruses/illness-causing bacteria did.

We are victims of God's **** ups.
I'm still waiting for God's apology
