Young mammals naturally put thier mouths over anything that touches thier face. The kitten probably assumes that it is a nipple.

Make sure they are well fed and try to keep them from doing that by moving them. If all else fails, there are products which taste disgusting to animals to help with pets that chew on things. Maybe you could use some of that.

Are they weaned? Taken from their mother too soon (before she weaned them)? The kitten is simply trying to nurse and the private parts just happen to be there. It looks kinda messed up to us humans, but he's really just wishing he had his momma to nurse off. Get some cat safe antibiotic ointment (or use people stuff in very small amounts. Try to get the cat stuff first. It's not too expensive) and then get some Bitter Apple or similar product (that's a pet safe product that can be applied to other pets too that tastes horrible and will keep the other kitten from sucking). CHECK the LABEL to be sure it's safe for kittens ( call the vet, if you want to be sure) and put that on over it. The ointment and the cessation of the irritating suckling with let the other kitten heal.
However, if there are open sores or bite marks, please that him to the vet.
Also, if these kittens are still with their momma, it might mean she's not producing enough milk or the sucking kitten isn't getting enough. If that's the case, go to the vet and check out http://kittenrescue.org/handbook.htm in case you end up raising them yourself.

It's called "wool sucking." Your kitten is just looking for something to nurse, much like human babies use a pacifier. Try getting one of the baby animal bottles and let him nurse some KMR from it, then wean him from the bottle.

It always works for me, my kittens always nursed my ears.

Well first of all if your cats arn't nutered than they tend to look upon eachother for sexual pleasure.
