I think one is "pay taxes". But I'm not sure that's every man, such as people who are born in third world countries that never spend money. But I think the saying refers to the typical American man, or something.
Although, since this question is in the religion section, I'll answer it from a religious perspective. The bible says that one day every knee shall bow and every tongue will confess that Jesus Christ is the son of God.
