a british accent after living in the UK for about 3 years "he was 18" and no one could have ever noticed that he was not a native English speaker. is that even possible?.
I myself can learn a new language very easily but 3 years seem too short to "get a native accent". is it even possible to learn to speak a foreign language like a native speaker?

I don't think so. After 3 years, I would believe that he could go to any other English-speaking country - the USA, South Africa, whatever - and they would say "Oh, so you're from Britain?". But in Britain, he would still sound a bit like a foreigner.

In World War 2, although very few German spies operated in Britain, the ones that did were trained to speak with an Irish accent. In Ireland, they would still have sounded foreign, but in Britain, they sounded authentically enough Irish for nobody to suspect them.

I lived in Pennsylvania for three years and everybody knew the minute I opened my mouth that I was a southerner although I thought I sounded just like them.
