1) A gift certificate or a Visa gift card. He can buy what he would like.
2) Try a nice pair of ear plugs and a sleep mask. As crazy as it sounds, you can never have too many ear plugs or sleep masks.
3) Find out his camera model and grab a bigger lens or flash for it.
4) Where does he travel? Grab a map or travel guide for his next location.

If he travels by plane, give him a gift bag, use a medium sized multi pocket duffle bag and put some pens, crossword puzzles, word searches, a steno pad, an inflatable neck pillow, earplugs and a sleep mask in it. You could also include some soft soled slippers, gum, or a pair of headphones that are built for airplane headsets, new luggage tags and maybe a passport holder.
Don't make it too heavy because that is horrible when you have to drag a bunch of luggage through the airport.
You could basically use this same idea for any type of travel, just tailor the contents to the type of travel he does.

a very good gift for him is some hotels have cash cards like the best western and holiday in go up to the counter and buy 1 so next time he travels you would have gave him the money to stay a night or 2

You and your husband need to set boundaries. Your FIL and husband are kind of enmeshed in each other's lives and not in a good way. It's possible to detach with love. You don't have to include FIL in your decision making. Just meet him socially without accepting help from him and keep the conversation light and limited to small talk. If he asks personal questions, change the subject or give a vague non-committal reply. Maintain a sense of humor and be very nice about everything. If you and your husband stay confident and upbeat, your FIL will have no choice but to accept your boundaries.

A zippered case to carry tickets and passports in; a Totes bag that folds up into a small size and can be used to carry home all those extra souvenirs; a subscription to a travel magazine; a cooler, if he likes to travel by car; a bag that will hold personal supplies like shampoos, razors and such; a jacket that can fold up inside itself.

Try to get him something he wouldn't normally buy, find out what his favorite trip was and where, then maybe try to get some food from that place, like if it were france, maybe some french wine or cheese. Something he can't get here in the states. Or ask your mother-in-law for some copies of pictures from the trips & do shadow boxes for his office with little trinkets that go with the pictures.

Maybe a magazine subscription for Travelers Magazine or something similar. He can read up on new places to go. An engraved luggage tag. Photo Albums for any of his pictures. Or Photo frames so he can display them.

Try giving him a Cruise package!!! He would love it.
But if you cant afford a cruise as a gift like me, try giving him a Hawaiian Shirt. My dad loves to wear the Hawaiian shirt i gave him everytime he travels. Its convinient and it looks like he just finished his vacation from Hawaii all the time!
