Are you talking about Permafrost? It is the deep layer of soil that never unfreezes- the soil on top may have vegetation, but go down far enough and it is solid and frozen. In some places it is 10 feet, in others it is 2.

Are you asking "how many layers"or what. There is only one layer of perma frost composed or several different strata of matrix depending on location and depth
