about 2,000+ the Rabbinic sages of the time put of a "fence" around the biblical probation of mixing meat and milk by extending it to include all poultry as well so that a person might not confuse the two and once could come to transgress the biblical probation.

this process is called making a Rabbinic probation or Isur D Rabbanan as aposed to a Biblical proabition which is called an Isur D Risa

no, poultry is not parve.

because it is meat.

as far as I know the primary distinction of why "meat thats not meat" like fish is such, is because theres no blood to speak of... actually like in the meat.

fish = parve.

other meats = meat.

No, because the rabbis determined that it could be too easily confused with veal, and therefore someone may make a mistake of thinking they were eating chicken when they were really eating veal.
