Some people are evil. I had next door neighbors who, when they moved, left a cooler with dead puppies inside. I just don't understand this mentality. It is truly horrid. People who hurt animals can easily change to hurting people.

Why didn't you pick them up and take them to the Animal Shelter, or you could have given them to a Fire Station or Police Station? You could have even called on a local church and left the puppies there.
These places can care for the puppies or know who to send them to. If you told them the truth then they won't charge you with anything. The abandonment of animals is a crime, true it is not a serious one, but it is still a crime. Since you didn't do anything to help how does that make you better than the idiot who dropped them off on the roadside?
I realize that you felt bad about it, (so do I) but it would have been so easy to do something, that I feel ashamed. I don't want to load you down with guilt, but the puppies wouldn't survive long without food, and they can't find it themselves.

I just read your additional details. If you had said in your original question that they were dead then I wouldn't be so hard on you. Still wouldn't a burial be the best, instead of leaving them for the maggots? Surely you know someone who has a shovel.
I know that I will have an unpopular answer here, but too many people just hang their heads and do nothing. One time I was in an apartment complex and came across a couple they were pointing at an injured cat and said, "She was hit by a car." These people had cell phones, but didn't bother to use them. I asked them to call the police, but they wouldn't, they left. I went back to my apartment and called 911, telling them I didn't know what else to do. They said that they would send a patrol car by.
It was late at night, I didn't have a car, and the animal shelter was closed. There was nothing that I could do for that poor cat. So I got her a saucer of water and stayed with her, until she died. I knew that I couldn't let her die alone. So I waited, I petted here and kept her company, and gave her a little water. The damage was serious; she was bleeding out of the mouth, which meant internal injuries. I knew that without care, care that I couldn't give the cat would die. Still I tried, I could only do a little, but I did what I could. Other people came by, but they were too busy, or didn't care, to stop. She died in 15 minutes. Even if I had a car it would have been too late, but at least she wasn't alone at the end.

I know exactly how you feel. A few years ago we lived down a long dirt road. One morning my husband had came right back home after leaving for work. This worried me, I thought he had an accident. He told me to come out to the truck he had something for me. There were 4 little puppies and their eyes were not open fully yet. He said there was a box in the road with 3 more puppies inside it that did not make it and the mom had been hit. Someone had dropped these puppies and their mom off in the middle of the road with the box turned on it's side. We kept two of the puppies and found homes for the other two. I have never understood dropping animals off out in the middle of nowhere.

This is what happens when people either do not spay and neuter, or let a dog have puppies and hope for the best.
They find out that they cannot find homes for them and then they get desperate.
Dumping them is very common.
If more people who were clueless about breeding would just spay their dog, this would not be so much of a problem.
Same with cats.
I work at a shelter and have had people leave litters of kittens behind the shelter in the blazing heat of summer. Sometimes they are not even smart enough to make HOLES in the box!!!!
People need to be more responsible!!!!!!!!!!!!!!!!!!!!!!!!!!!!

The puppies were 'free', free to go back to their maker, unfortunately we are always going to come across uneducated people in the world who just don't think like you and me. The only thing you could have done for the pups was to take them home and give them a decent burial. I know that's probably not legal, but its only illegal if you get caught. I know for a fact that the animal shelters don't want dead animals dumped on them, neither do the police or fire brigade.

I tend to check boxes along the side of the roads in case I can help a living animal....one day I found a dead groundhog in one. People suck. If people would just fix their animals, it wouldn't happen.

This animal cruelty, unfortunately goes on all over the
country, world I guess,people are horrendous sometimes
to animals, an Indian prophet once said
You can judge a nation of people by the way they treat
animals' I'm afraid this country would'nt look too good,
sadly.

That is just awful! They left them there to die?
I don't know how they could live with themselves. I can't even imagine myself leaving helpless puppies by the roadside. That's so insensitive.
Puppies should be treated with love, not like dirt.

there are cruel people out there thats for sure... and not blaming you at all but next time call the law and they can at least come get them and put them in a better place

That's horrible! I hope that someone called the humane society to pick up those pups so that they are safe and can find homes.
