There is no such thing as Federal Unemployment. Generally, unemployment compensation is administered through the State where the federal employee was last posted.

As an employee of a non-profit organization, the employer should have paid into the State Unemployment fund so that their employees' if laid off will have some type of UC.

Look in the phone book for the closest State Employment Office, the Unemployment office in the same building, the operator will be able to connect you to the proper person.

Generally if you quit you may not be eligible. If you are fired - it depends on the circumstances that caused you to be fired. If you go to your state's .gov site and look up unemployment you should be able to find what qualifications must be met. In most cases if you are fired for incompetence or inability to perform a job you can still collect. If you are fired for wrongdoing (such as stealing, harassment, etc.) you may be ineligible. I don't remember seeing anything concerning nfp orgs, though they get certain tax breaks, I think they still have to pay unemployment, workmans comp, disability, etc. the same as every other business does.
