well, you should take the cat to the vet to be sure it's healthy and the vet should be able to tell you.

If it's definetly a male then finding out whether or not it has been neutered should be fairly simple. Lift the tail, if you see testicles, it HAS NOT been neutered. If you do not see testicles, and you know for sure that it is a male, then he HAS BEEN neutered. Good luck.

It is extremely easy to tell if a male cat has been neutered...he won't have any testicles present.
Testicles can NOT grow back!!! Once they are removed that's it they are gone forever.

okay...well..he has no hanging parts..neutured cats and dogs have their testicles removed completely so unless he underwent an operation to put fake ones in then that is the easiest way to tell..its not like humans where they just clamp off a section, it's easier to remove the whole thing... ouch.

Lack of small furry balls. In fact it looks like they completely have no balls at all. If you can see two pea sized fuzzy things underneath the anus, then it's not neutered.

As others have said, check for testicles. However, in case he could be a cryptorchid (i.e. a testicle didn't descend properly), he will not have spines on his penis if he was neutered. If he has spines, then he still has a testicle.

Shave the cats belly. You should be able to see a scar if he has been fixed.
