ok its all about static electricity see if you rub a ballon aganist your hair it will become charged (-). And so will attached to a wall since it is electricty charged and will be attracted by the walls protons (+) charge

If you are allowed to use materials you could get apiece of tape roll it up stick it to the balloon and then u stick the balloon to the wall. If u can't use materials it might have to do with static when u rub the balloon against ur head for a while then it stick ur head and/or other objects.

Rub it on your head for a minute or two (maybe 30 seconds...). Then, stick it on and twist it. It's been too long, so I'm not sure which way to twist it. Also, some of the balloons may pop, so buy plenty just in case, GOOD LUCK!!
P.S. My Grandmother always did this, and it works.

The static trick (rubbing on your hair) works best with sausage shaped balloons because there will be more surface touching the wall.

Tape, fold the tape over to where it sticks to itself then stick it on the ballon and stick it on the wall. : )
