When I try to open photoshop on my PC, it gets all the way through the start up, but gets stuck on "Reading Text Global Resources...Done". It won't open the program after this, and I'll have to end the task in task manager. What is causing this to happen, and is there a way to fix it?

It's Photoshop CS if that makes any difference. It does it whether I have programs open or not, and I definitely have enough memory. It just started freezing at that point in the start up for no reason.

Can I reinstall on the same computer, or will the licensing agreement prevent me from installing it again?
