Two separate step-down transformers of 5vdc each, one + polarity & one - polarity.

You would need what's called a DC-DC converter. For example,

Difficult to give you more precise answer, since you neither specify whether you need 12V isolated to +/-5V or not, and also what power you need.....
P.S.: Come to think of it....what would actually happen if you use a LM7805 (+5V) and a LM7905(-5V), connect their respective inputs to the +12V and -12V supply, and connect both "common" leads (pin 2) together as a "floating" 0 Volt...? I leave it to someone else to call me a complete idiot.....
