I have always heard that cookies can be shipped with minimal breakage by putting the cookies in a clean, dry pringles chip canister.

not necessarily fool proof but I have sent cookies in tins then boxed. I wrap the cookies (depending on what kind) in like paper towels or Saran wrap so they do not move in the tin then put crumpled newspaper in the bottom of a box and the tin then just snug the tin with more paper seal the box and ship.

Bubble wrap. I once worked at a cookie basket company and we would wrap the ornately decorated cookies individually in bubble wrap for shipping.

Pack them in popcorn.
When my cousin was in Vietnam his sister sent cookies to him like this. She got a letter from him asking for more of the popcorn but this time leave out the lousy cookies.

This sounds a little nutty, but my mother sends me cookies with each one wrapped in a sandwich bag surrounded by bubble wrap. It might not be the most eco-friendly solution, but they are never broken.

Depending on the size of the cookies....mail them in throw away muffin pans.

wrap them individually and mail in a large container filled with rice or beans (uncooked of course). you can also wrap them in parchment paper and layer them with more parchment paper and put in one of those cookie tins.
