It depends on your phone service provider. Calls are charged by the minute, though, so if you just want to talk for 2 seconds, you might as well use up all 60.
Calls to England are pretty cheap. Anywhere from 4-10 cents per minute. Plus taxes, if you're calling directly from your phone. Alternately, you can buy an international calling card that you can use until the money finishes, and with those the rates are even cheaper (can be as low as 3 cents per minute).
