Don't make your move to soon. Just because he is looking does not mean he like what he see. Maybe he is trying to figure you out, maybe he is shy. Wait until he make a move first. If it continues then you approach him very lady like. Find out about him. Ask common questions. Where do you live....What's on your mind etc..........

if he smiles at you a lot then he may like you back. Try smiling back at him a lot too and giving him compliments, get a convo going and let things flow.
