need legal remidies and the effect on highway safety concerning reflective rays from a neighbor's building. This building is in my field of view to the highway and causes eye problems. Is there federal laws governing this safety hazard and any consideration-in-law for me.

I would document the glare yourself as well as consult a lawyer. If the building creates a hazardous situation on the highway, the state department of transportation should be involved. They can do a survey and see the effects for themselves. If it causes a problem for drivers, then they will make sure that steps are taken to avoid accidents.

Depending on how old the building is, when the building was built there was an environmental impact statement filed with the county and state. The outside "dressing", which affects the overall look of the building and environmental effects are included in this statement. Just remember, that just because a building is erected and sun reflects from that building that may cause difficulties in visualization, it is still "an act of God", and therefore there is no legal recourse that can be taken. Only if the building is causing accidents regularly/daily, can any legal recourse be attempted, but the responsibility is on the shoulders of the complainant and will cost you thousands, if not a million, dollars to pursue a judgment.
