Yeah but he's smart enough to know how to put on a towel and is able to drive a car and stuff he can't be that dumb to the level he don't put on pants?

Because if he didn't do that, young readers would do the same home ! Also, because if he didn't do that, his actions wouldn't seems "human-like" enough, and the readers will not enjoy his actions as much as they do. One of the basis of Donald character success is precisely his human like comportment.

He's an animal, and lacks the level of intelligence humans have. Also, he's not real, so anything can happen in a cartoon.

because he doesn't want to catch a cold....had to dry his nuts off before he walks out the door to show them to the word. that has to be the answer...i mean mickey wears pants.....donald just lets them hang...lol
