To be angry is easy. It is easy for us to have anger any time.
Basically, the rest of the quote says that only every once in a while can our anger be rightful and just anger. Other times, it is stupid, wasteful, ignorant anger.

In a nutshell: "It is easy for humans to be angry at any time, but it is only right for us to be angry every once in a while."

it means that it is easy to be jsut angry. and take your emotions out on people.

but to be angry at teh right person- the person that tryly hurt you. and be angry at them at the right time as in dont hold a grudge but u have a right to be angry for they hurt u in soem way. and especially for the right reasons as in its not something stupid, foolish, and jsut to get attention but a real reason. now that is soemthing hard.

and even harder is admitting that you are hurt and then resolving the problem and forgiving the person you are angry at.
