It can be a sign of maturing or dominance. My Pit mix still does it to certain people and he's 6. Also my friend Rotti mix does it to show dominance over new dogs. So its really nothing to worry about, but tell them no and teach them its not ok, and they should get over it.

mounting is NOT always about 'sex' or even breeding; mounting is dogs challenging other dogs, when it's serious (and that can start a fight) OR, when it's not serious, it's just play.
even dogs who've been desexed (spayed F's, neutered M's) will mount other dogs.
it's 'i'm in charge here...' , or maybe 'under my thumb...'
and as noted elsewhere: - Please - please, do get BOTH pups desexed, ASAP... sisters in the same household very, very often ends up with one dog or the other getting STITCHES - or worse.
female dogs are way more turf-y than males; they see their 'home turf' as the place where they'll be raising their kids, and they do NOT share well !
sisters are too much of the same, to be easily ranked: they're abt same size, they're same age, they grew up together so they know one another well, and chances are that neither knows anything important that the other does Not Know...
like a really good right-hook.
as a result, they can't defeat one another; the fights just get bloodier and more intense, and neither dog will back down.
F dogs can,. and have, killed one another when no one can separate them.
so please - don't let Ur girls GET TO that first-estrus intact!! all those hormones Do make a big difference, and there's a good chance that they will never be friends again, after even one of them goes thru that first estrus...
at 5 mos, they could come into heat at any time. Plz make that appt, with Ur vet, with a low-cost clinic, etc.
do full blood-profiles on both dogs first; those are very important, so the vet knows they have normal liver and kidney function.
THEn U can start saving money on the spay-surgery; don't scrimp on the bloodwork, a skipped blood profile won't save U anything if the dog doesn't wake up post-surgery due to an undiagnosed problem, and Ur vet does not have X-ray eyes. ; p
spend the $$ for the blood tests, and then U can get the spays done without worry abt the dog's recovery; the surgery is WAY safer with the profiles! :)
save the bloodwork records: those are priceless for future reference, if the vet needs a 'normal' or threshold value for the dog...

First of all, I sure hope you plan to spay them before they come into heat. The lab population is way out of control. Over half the dogs at our local humane society are either purebred labs or lab mixes.
Dogs and puppies usually hump as a sign of dominance. Once a pecking order is established, it should stop or at least be less.

Humping is just a sign of dominance. Doesn't have to be about being in heat. Our male lab who has been fixed still likes to hump our girl labs. And I have seen boy labs hump other boy labs, and I really don't think that they were gay. ; ). What's really funny is that when my lab is being humped she just sits down so the other one can't do it anymore. Hopefully they will grow out of it.

They are showing dominance toward each other. Since they haven't had their first heat yet set up a spay appointment asap This needs to be done before they go in heat to pretty much eliminate the risk of mammary cancer and other issues.

I am pretty sure it is because they are trying to gain dominance on eachother... My 4 1/2 old puppy does it to my 8 year old dog, although he tries to be the alpha in the house she is not about to give it up just yet.... I wouldn't be too worried about it....

They will do it and probably will continue ; it is their instinct ; they don' know the difference whether girl or girl, brother sister etc. Instinct in animals is strong
