The Talmud is a collection of Rabbinic discourse not the Torah (Hebrew Holy book) which is the word of God where the promise of return to Israel exists.
The Talmud is a collection of Jewish oral law that the Rabbis began to write down to ensure it was passed down to each generation.
The Talmud is a book of Rabbinic debate and commentary refering to the Torah.
It is not the word of God which is passed down in the Torah what Chrisitans call the "Old testament".
While there is a small sect of Ultra Orthadox Jews that believe Israel can not exist before their messiah comes it is not a directive of the Talmud and certainly not one from the Torah.
It is more of a protest that Israeli goverment is secular and as such can not be sanctioned--so says this small group who also live in Israel (they by no means believe they shouldnt be there).
I doubt that anyone except a Hebrew speaking person has been able to study the Tulmud sufficiently to even make the statement that forms the question above.

The Talmud never discussed the issue of building the state of Israel, since the Talmud was written about more than 2000 years ago.
What the Talmud claimed is that the Israel people was exiled from Israel because they have been more materialists than spiritualist, and therefore GOD punished them by the exile.
Also the Talmud never claimed that Jews should give up the land of Israel, on the contrary, there is a religious command that every Jew should live in Israel, since almost all the religious ceremonies in Judaism should be practice only in the land of Israel.
The Rabbi in the movie (Mr Weiss) is from an extremist religious small group, named "Netourei Karta". This group includes only a few thousands of believers.
The majority of the Judaism authorities and the most important and influential rabbies today accept the Zionism as the return of the Jewish people to their home land, promised by GOD.
The official Jewish rabbies today claim that Israel should be a religious country in which the laws should be based on the TORAH (the bible of the Jews); and not only that, but also they claim that the Israeli borders should be as written in the TORAH, which include many territories not in possession of Israel now.
All religious group accept the idea that as long as the Jews are not following the rules of the TORAH with love, they will suffer from wars and terrorism as it is happening today.

Oh well, but it does exist!
so why not just accept reality
and learn to live with it???!!!!
What good is it to go around
preaching against a situation
when it is so much wiser and
probably easier to learn live
together in peace!
It is not impossible!
If only people stop looking to blame
others for their problem and try work
their problems out like human beings!!!!
Love thy neighbor and life will be better!
