Lowe's and Home Depot have boxes that are designed to take used batteries. Just ask the front customer service desk where they are.

That depends on where you live. Most communities have recycling centers that will recycle used batteries as well as other hazardous waste. Check with your city's municipal waste department or the company that handles your trash disposal for information specific to your locale. There is also an 800 number to call for information: 1-800-8-battery.

Alkaline stuff: Garbage...
NiCd/NiMh rechargeables: You can condition them, but if that doesn't work, recycle them.
LiIon/LiPo: Recycle them, but maybe take them to the hazardous waste places. They are highly flammable, and can explode if poked by even a sharp pencil. However, A123's batteries only emit fumes in this case.
Lead-Acid/Lead-Calcium: Hazardous waste places, but they will recycle at least the lead.
