I'd always suggest Scotland, more interesting courses from my perspective.

Anyway, as an example, the most expensive green fees at St Andrews are £59 for the Old Course, the cheapest at Woburn is £75. The problem with St Andrews used to be that huge blocks of green times were bought by tour companies and you couldn't easily just turn up and play. Royal Lytham and St Annes is £115+

Of course others may know the secret of getting a game in England for a decent price.
