we have both at our parish and i know a few others that also have both. it depends on the congregation and the pastor. if there are enough people who want it and the preist knows it all they have to do is petition their archdiocese. i don't think it'll go fully back though - it wasn't as encompassing as i believe the mass is presently. we will often do the kyrie, agnus dei, etc.

The Latin mass is easy to understand; my mother has the Latin Missals that give you the Latin and English for every type of mass. There is no problem whatsoever with not being able to follow along, assuming you are literate. We grew up going to the Latin mass - it is a lot prettier, in my opinion. People are really missing out. The standards have slipped so much nowadays, you can hardly call what they are doing now a mass. I had not been to my local parish in years, and when I started going again I was shocked to find that they had added that Protestant part after the Our Father. No wonder so many seminaries have closed their doors, when 50 years ago they were thriving. The standards have just slipped too much.

One of the best things the Church did was allowing the Mass to be said in the language of the people. They will never revert back to the old latin masses that no one could follow.
