somebody from another country is arriving and we gave her a phonecard with pin number so that when she lands on her point of entry she can already notify us. i'm not sure if she has u.s. coins with her to use.

Since deregulation, I have seen public phones that do require you to insert coins to make any call. Not all, but some do.

no the only number you can dial from a pay phone for free is 911

She could page you with a white courtesy phone.
