I have had a 4300 for several years. It cost $399 brand new and was marketed as Nikon's mid-level consumer digicam. Now my daughter still uses it. It has lasted a long time and I have taken some good snaps with it.
If you can get a new or refurb 4300 cheap (say somewhat under $100) then by all means go for it. Otherwise, I would say no. While not a bad camera for its day, it does have some shutter lag and the higher ISO performance is pretty dismal. (Although other cameras have that flaw as well, very common in consumer digicams.)
The technology has improved since that camera was new. ISo unless you have a fabulous deal, I would look for a newer model.

Not really. Nothing fancy and not even a recent model. There are some excellent camera out there for close to $200- way better than the 4300.

Perhaps a Panasonic FX01 or a Fuji F20? Or one of the Canon SD line.
