For an accurate reading? No. Using your hand is not accurate because it depends on just how warm your hand is. For example if it is warm in the room you are in or if you've been wareing gloves then your forhead may feel warm or cool in comparison to your hand.
The best thing to do is use a thermometer.

Have someone feel your forehead and neck with the back of their hand (not the palm). If there's no one around, if you have chills, body aches, and sweating, you probably have a fever.
