Depends on the life-span of an organism and how long it takes for the organism to mature. Bacteria have pretty short life spans and do not take long to mature, nowhere near as long as a human at least.

Nature created them that way. Or, some creatures, which by evolution or mutation, somehow became fast-breeders and they survived. Since only those who can survive continue while others perish, we see them around. Also, usually creatures that die in huge numbers, like ants, reproduce more than creatures that do not die easily, like larger animals.
