He's not ready for a relationship as serious as the one you are looking for. Either move on or accept that he is not as serious as you.
I don't blame a guy for putting his family first, though - family is there forever, but significant others can come and go. Until there's a ring on your finger, don't expect to be number one.

I had a husband like that and we are divorced now.Have you discussed that issue with him?He may not even be aware that he is doing it and if he is ....well..... then you have a problem. If it ever comes to marriage what you have before the marriage will be what you get during the marriage.

i have a cuz who is just like that, he puts his family first friends second, then his girl. he doesn't like the sound of putting his girl before his family so we tell him to put her above us a lil bit and it seems to work, cuase his girl was real mad before, but he's changed. just give him some time.

My partner is exactly the same. If you can't live with it, you will have to make a decision to end the relationship. I am in the same boat. It's decision time.

He's just not that into you.
Drop him like a bad habit - or stay & keep complaining about it til he drops you for the next.
