I already know that the fan itself is good. And, I know that all the fuses are good, and it appears that the swithch is good. Does anyone know if there is a relay somewhere that could be the problem, and if so, where is it located?

Its probably the fan resistors. They overheat and shortout.
The could be on the firewall or in the airduct inside.

Yes. Trace wires from fan motor under the hood. You will find the relay under the fuse box next to fender. You can break cover off relay, and wedge something to close the contacts so the fan will run. However you must remeber to turn fan off when you stop the car.

From what you're saying it appears that evidently like a bearing or bushing attempting to fasten up, the question is which one. it must be the water pump regardless of the shown fact that I somewhat have in no way heard of a water pump doing that. your talking aboutthe blower motor in the dash that blows air at your face right? if so does it only work on high..if thats the case you need to check the switch or the resistor pack..

if it is just not turning on,
did you check if there is a thermostat that went bad?
