Depends on the type of steak. If it's good steak, I don't fry it. I like it done on the grill or broiled. If it's a tougher cut, like round steak, then I make Swiss Steak and braise it for quite awhile. Or I slice it in thin strips, brown quickly in a Wok and do stir fry with veggies.

Are we talking a Chicken-fried steak ? Then it would be how well your butcher (or you) ran that meat through the tenderizing machine !!
Now if your pan-frying a beef-steak (Sirlion)... use VERY HOT pan... sear it both sides and that's it.
Remember, the LONGER you cook the meat... the TOUGHER it gets !!

Depending on the cut of meat, the biggest secret is not overcooking. I personally think there should be a constitutional amendment against any steak cooked more than medium rare.

In order to keep a steak tender avoid flipping it over and over. The less you flip it, the tender it will be

I like using an Olive Oil seasoned frying pan and heating that to the point where you sear off the meat to seal in the juices. Then fry to your favorite taste.

In combination with some of the other suggestions, put a lid on the frying pan. It keeps the moisture in.
