Literally it's "feliz aniversário", but it's much more common to say only "parabéns". It literally means "congratulations!", and it's the most popular way of congratulating someone on their birthday. If written, "feliz aniversário" is ok too, but spoken it sounds kind of artificial. Go with parabéns, it's safer. Even the song, "happy birthday to you", is "parabéns a você" in portuguese.
