I'm almost tempted to say 18; when I got my licence in 2001, I really was a little young for it and didn't have the maturity or decision making skills I really needed.
On the flip side, my parents were grateful they finally were able to relinquish some of the driving to me.
Because of that, I'm still split on the decision, but tend to lean towards 16...with a crappy beater car :)

I think 16 is to young and 15 for a permit is ridiculously young. 18 for a permit and 19 for the license is a better age. Teens are a menace to the roads.

I believe that it depends on the individual and their maturity. This day and age I believe that there are a lot of 16 year olds that aren't mature enough to drive and 18 seems like a better chance of maturity to accept the responsibility better but a small percentage of 16 year olds would do fine.so I think it should be watched very closely.

16 is diffidently too young. I suggest minimum 18 and in some cases 21.
For a living I drive and on the road for an average of between 50 and 70 hours a week.
Every week I see accidents involving very young adults! It seems to me that thy have lack of experience and especially lack of responsibility. Thy just drive much too fast for nothing.

I've always been of the opinion (since I was around that age) that minimum age should be 16 when you can start driving accompanied by an instructor, but 18 when you're allowed to take the tests to go solo (allowing plenty of time to learn)..... UK driving law meets half way, minimum driving age being 17.

I think once the teen is a senior in high school they should be permitted to drive, that would make most 17-18.I don't think most are ready to drive at 16.

I think as soon as the student has proven they are responsible they should be allowed. This would be determined by a minimum age (16) and proof of academic responsibility (grades), personal responsibility ( attendance). If they are out of school they should be able to supply a diploma or a GED. They should also be able to show they are fully insured before they are allowed to take the test.
