If they put it out there, its for people to take. If you take more than 2 or 3, you may want to consider pitching in for another bag of candy.
A friend used to do that at work, but had 2 jars. One full of M&Ms, and one that he just put some change in. Everyone who took M&Ms understood and pitched in a quarter or so every day and the jar was always full of candy.

Depends on how well you get along with the co-worker. Or what you are comfortable with. If she is putting it out for co-workers as opposed to customers or clients than obviously she want you to have some. What does she say when you take some? What do you say?
I work with a girl who has a big dish in her office solely for the few of us who work here but I still feel guilty taking some out and rarely do. But when I do I say something like "I'm sorry, just have a craving for chocolate" and she just tells me "that what it is here for"
But why not bring a bag of candy in once in a while and fill her bowl up, that will help you not feel so guilty.

I personally wouldn't hit up someone's candy jar at work unless I really need a sugar fix. And then I would ask first before I take. If it was going to be a repetitive thing, I'd split the cost of the candy, or refill it on my own.

Does she know that persons make a contribution to the candy jar? If no longer, and you start up explaining that the candy intake is monitored and she or he has to pay or make a contribution candy, and take basically one piece, you sound petty and stingy. If 3-6 products of candy an afternoon is this style of burden for the place of work, then purchase extra inexpensive candy.

It is not okay to get candy even once, unless it is offered to you. The proper thing to do is stop with the one time treat. How would you feel if you were expected to supply treats all day for your co-worker?
