I would prefer a listing of all 50 states as opposed to visiting the Department of Revenue for each individual state.

I couldn't find a national list. I wanted to say, no state ALLOWS tax on anything. They REQUIRE collecting tax on certain items/services. "Allow" implies an option.

Depends on what labor or services you are talking about.

CT charges sales tax on certain labor and services depending on who you do and what you do. For example if a contractor does work in a homeowers house there is sales tax, but if he puts a substantial addition on there is no sales tax.

RI does not have sales tax on contractor labor at all.
