The smallest ever dog was a Yorkshire terrier. Not sure if the breed as a whole is the smallest though...

The chihuahua is the smallest breed. You may get a tiny yorkie or miniature poodle, but as a whole the chihuahua is listed as the smallest. I wish some people would learn to spell C*h*i*h*u*a*h*u*a. They are also the best dog to have.
