Hi Was, That would be a Chow-Chow. They have the black tongues and some of this breed can get mean.But the tongue really show up in a group of other dogs.

The main breed is Chow-Chow. Black on tongues does show up in other breeds also even purebred dogs.

Chows generally have a black (dark purple) tongue. However other dogs have black spots on their tongue.

The person above is right several breeds can have black toungues, but typically if it shows up it is only partially black. Everyone else mentioned the Chow, which pretty much always has a solid black tongue, but the other breed that also alsomst always has a solid black toungue is the Shar-Pei
