I say, in a park, or on a beach, during sunset. It doesn't matter what time of year it would be.

Maybe during winter I'd go to the park on a cold day and propose, to get that cuddly feeling afterwards, then I'd take her out to dinner. In winter can be a nice time to plan a summer wedding.

If it's in the summer, I'd take her to the beach, give her an amazing day out with me, completely alone, then pop her the question. The summer would be a great time to plan a wedding for the following spring.

Do not go for the cliche ideas, such as proposing in a fancy restraunt, or at a basketball game. Try to propose when she least expects it. What did you do on your first date? Try going back to that place to propose.
Take her on a midnight picnic (unless that is not safe or something)

If it is soon....maybe Christmas, or Valentines day. Mine was on a boat in front of a large crowd of people I knew on the 4th of July. Take her to a movie, and pay the theater to put it up on the screen before or during the pre-views.

i think proposing on new years eve at midnight is the most romantic idea. it's like starting your new lives together on the beginning of the new year.....i don't know, that just seems really really awesome!!
