I have driving license from India and international driving license, can I use it Illinois, for what time ?
I am on permenant resident visa.
Is rule are diffferet for diffrent visa holder ?

Before taking anyone's answer as "gospel" on this forum, I would call the Illinois State DMV or ask a police officer. The link below will take you to the Illinois State website for temporary licenses.
Look for an 800 number and call to get your answer from the the folks who know the answers.

The text below has been copied straight off the FAQ from the Illinois Secretary of State's website.
"I will be working in/moving to Illinois. How do I obtain a driver's license in your state?
Drivers moving to Illinois may use their valid driver's license from their home state or country for 90 days. You may obtain an Illinois driver's license or identification card only if you are becoming a legal resident of Illinois. If you have a valid driver's license from another state or country, you may use it to drive in Illinois throughout your stay, if you do not plan to become a permanent resident of this state. Illinois does not recognize the international driver's license. To receive an Illinois driver's license or ID card, you must provide acceptable identification to prove name, date of birth, Illinois residency, Social Security Number and your signature for comparison. For examples, please refer to the complete list of acceptable documentation.
To obtain an Illinois driver's license, you must successfully complete a vision screening, written examination and possibly a driving examination. The fee for an Illinois driver's license is $10 and is valid for four years. The fee for an Illinois ID card is $20 and is valid for five years."
I had a good friend from India who was in Illinois, living here for a year, and she was able to get an IL driver's license. That was years ago, though, so I double checked the website to answer you.

every U.S. state laws are different especially foreigners.. you can use your India license just for temporary. police will log your license on their computer and will track you in the future. if police found out that you have been here a while,police will force you to get an illinois driving test.

It depends on the state. In the state I live in foreign drivers licenses are honored as long as you have not established residency in the state. You should check with the Illinois Department of Safety.
