Most are leased from the host country and fall under U.S. law. They often observe local laws as well, and military members breaking foreign laws may be subject to the foreign body's judicial system. However, for sales tax purposes, they are generally considered U.S. property, causing many locals to cozy up to American military members. Gas, for example in Germany, is regularly and drastically less on American military installations than the local city. All rules are negotiated by treaties and agreements between federal governments. Guantanamo Bay for example is on an automatically renewing permanent lease from Cuba for the outrageously cheap deal of about 4,000 of today's US dollars per year. Both the United States and Cuba have to agree in order to terminate the lease per a treaty most recently reaffirmed in 1934. Ironically, Fidel Castro has reportedly refused to accept all but the first check for the lease he considers void. Those funds grown at a conservative 5% would now equal about $700,000, still a phenomenal value for the 45 square miles of beach-front property.

No we don't. We do allow other government militaries access to our training facilities/bases.
We do have bases in other countries. Some bases are in nations that have requested our assistance (i.e. Korea, Philippines), we've conquered (Japan, Germany) and some are just contracts (Spain). How they came to be in the locations that they are in differ, but the reason that we have them is the same: They are there because the bases are strategic locations that serve our purposes. We aren't just "protecting" them.

No, there aren't any. We have never needed help from foreign countries on U.S. soil. The only reason we have military bases in places like Korea and Germany is because they needed our help. We should pull out of both places ASAP!

No. Though NORAD (North American Air Defense) is a JOINT US/ Canadian facility.
We DO train many other nations officers/enlisted at our bases throughout the USA. AND have foreign officers serving tours here in the US... we once had an Australian pilot at an HSL squadron flying with us for a year.
