Not possible since it is already recorded in statutory documents. You can however have a party and celebrate any day as birthday. No one stops you.

If you are writting your bithdate as per english month i.e.between JAN to DEC, apply to government office (Mantralaya) for your date of birth as per hindu month i.e. Kartik to Aaso, and publish in govt.gazzatte.

yes u can change verbally, but not on paper..u need to take rebirth to change ur birthday in real...:)
