San Francisco, New York City, Washington DC, and Toronto are great places to visit with no car needed. My son and I went to NYC last summer and bought weekly MetroPasses for $24 each. You can get anywhere in the city or the boroughs on the buses and subways with the pass. It was beyond cheap and lots of fun! And if public transportation isn't your thing, the cabs are everywhere and reasonable priced.

My kids and I have also travelled to Ireland, England, and Scotland. We rented cars, but didn't need to. If we go back I won't rent one again. You can get to just about anywhere by bus or train, and it's very inexpensive. And in the bigger cities, like London, Dublin, and Edinburgh, a car is a liability. The public transportation is cheap and very reliable.

Have fun!

I don't know off the top of my head how expensive it is to spend some time in Cobo Mexico, but you definitely don't need a car there. New York is another place you don't need a car, but it is pretty expensive out there. Paradise Island in the Bahamas is another place you don't need a car, but it is also expensive to stay out there. You could always go camping. One time I went camping on the beach in baja Mexico and it was great :) Also Cancun is another place you don't need a car. Good luck and have fun.

You can always go to Vail they have a bus you can ride around in for free. It is a beautiful vacation spot if you don't mind to bring a winter jacket. The hotels aren't too expensive and you could have a blast shopping.

How about Toronto, it is a beautiful city, wonderful mass transit, lot of night life and very good restaurants. I would recommend staying down town, see a show (rivals NYC) and enjoy a brew pub.

If you're backpacking then no need for car rental. There's no mention of your destination, which part of the world are you refering to... Your question is so vague.

Disney.....bus you everywhere and you can stay in the park..hotels shuttle you from airport and you just hang around park.
Ditto, Hershy Park in PA
Small bus trips in your local area.
Martha's Vineyard, Cape Cod Nantucket
Any all inclusive resort you fly to and stay right there...lot of the Islands.
And I bet almost anywhere you can think of has local bus's to get you around.

you can fly to there and just walk, bike or rent a mini-motor-cycle
it's a great party place and you only need to be 21 for most activities
