The Daisy Cutter Bomb.
It weighs 15000 pounds, and because its detonated just before it hits the ground, it leaves no crater, and has a devastating impact, vapourising any thing within a 900 feet radius.
I would happily drop this bomb on any country that supported terrorism.
This is the bomb which i reckon vapourised Bin Ladin when he hid in the caves.
The same caves were a safe haven for these scu*mbags in the Russian conflict, but when the USA dropped this bomb nothing came out alive, in fact it was quoted in a local paper as vapourising the occupants of the caves, even though they well hidden very deep in the mountains.

As others have stated, the written word. To convince others through persuasion is an honorable and viable approach to achieve an end. However, I suspect you’re asking about some weapon to kill large masses of people without discrimination of who they are. Such a weapon is not honorable but is a weapon only of forlorn hope and last resort.
The real question is, when is such a weapon justifiable. For example, if the Arabs are foolish enough to attack Israel with atomics Israel will respond with atomics and turn part of the Arab world into glass. If the terrorist sneak an atomic into a U.S. Port and set it off, it is likely that Iran and Syria and North Korea will cease to exist.
Such a scenario is the least desired future one can imagine, but if the terrorist continue their effort to kill all of the West such will occur.

My favorite weapon of mass destruction is the written word. Education will take down more governments than bombs will. Just think what would happen if we had a food and education drop over North Korea. Food, radios, and pamphlets written in Korean about the history and living conditions in other countries.
