Some prisions have inmates working for a very small wage---such as making car plates, furniture, ect. Do they get taxes taken out?

No they don't. They only make very minimal and it is not enough to require taxes or W-2s. They are not considered employees of the state.

If they get paid, the tax laws apply the same as they would to anyone else. It is possible they don't earn enough to owe any taxes.
