That is not a problem in Turkey, especially in Istanbul. Starting from airport you can find an exchange bureau in every corner especially in big centers. Do not think of commission because it is very few for most current moneys of world US $ and Euro. By the way there will not be a big problem if you pay in these currencies because almost every Turkish people know about them and their value. In brief do not think transferring currency in Istanbul a a problem... Enjoy your trip :)

How you get a passport depends in which country you live. Do a websearch on passport+country you live in to find a government website with all in the information you need.

The easiest way to get Turkish money is to use your ATM card when you arrive. Turkey, particularly Istanbul, has plenty of ATMs and it costs less than exchanging money in your home country. If you're traveling outside of a big city, then make a withdrawal before you leave for the countryside.

As far as what you need to bring, whatever you normally need when you travel will do it... they are pretty civilized in Turkey and have available pretty much the same things you have at home!

To obtain a passport for the first time, you need to go in person to one of 7,000 passport acceptance facilities located throughout the United States with two photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver’s license.

Acceptance facilities include many Federal, state and probate courts, post offices, some public libraries and a number of county and municipal offices. There are also 13 regional passport agencies, and 1 Gateway City Agency, which serve customers who are traveling within 2 weeks (14 days), or who need foreign visas for travel. Appointments are required in such cases.

You’ll need to apply in person if you are applying for a U.S. passport for the first time: if your expired U.S. passport is not in your possession; if your previous U.S. passport has expired and was issued more than 15 years ago; if your previous U.S. passport was issued when you were under age 16; or if your currently valid U.S. passport has been lost or stolen.

You will be able to change money at the airport, at large hotels and banks. Bring cash, traveler's checks and credit card
