Try "the Gimp" stupid name but its better than Photoshop and is totally free as its open source! here is some blurb and a link. Honestly its great...very powerful

Not good ones no. Nothing free is normally any good. If you buy a graphics card specifically designed for photo editing then you normally get a good piece of editing software with it for free. Probably youre best bet.. money permitting.
