Micah foretold the desolation of Samaria and Jerusalem. He also gave promises of restoration and divine blessings to follow.
He was a prophet during the reigns of Kings Jotham, Ahaz, and Hezekiah.(777-717 B.C.E.) His prophesying apparently closed by the end of Hezekiah's reign, when the composition of the prophet's book was completed.

To the Jews during the first Temple era...around the same time as Isaiah.
